Crediting it when the customer proceeds is the norm and it noticeably improves conversion - the customer feels the diagnosis is free if they go ahead. You still get paid for the trip when they decline or when the machine is beyond economic repair. Print the policy on the invoice.
How do I handle parts I have to order?
Take a deposit covering the part before ordering. Appliance parts are frequently non-returnable and model-specific, and an unclaimed control board for a discontinued dryer is money you will never see again. Note the part number and expected date on the invoice.
When should I tell someone not to repair it?
When the repair approaches roughly half the replacement cost on a machine already well into its life. Say so plainly and still charge your diagnostic. Customers remember the technician who told them not to spend the money, and that is where a surprising amount of referral work comes from.
What warranty should I give on a repair?

For most operators they are the same thing, but if you serve a wide area, a distance surcharge beyond your normal radius is reasonable. Quote it when the call is booked. Distance charges revealed on arrival are how you get a canceled job and a bad review at once.
